Some clients in the social services system do not have a first name such as native Americans with names such as 'little bear' 'quiet horse', etc., and prefer to be addressed as such.
The Connecticut Social Services System allows a first name to be blank; the ASC X12N Benefit Enrollment and Maintenance Implementation Guide states that the first name, NM104, loop 2100A, is a required field.  When presented with a blank first name, an error occurs when the 834 compliance map is run. 

I am requesting that the first name field be changed from a 'required' field to a 'situational' field.
Suggestion
Change usage for first name, NM104, data element 1036,
loop 2100,ASC X12N implementation guide from 'REQUIRED' to 'SITUATIONAL'
